Thanks for the advice! I found by taking the cd to another PC in the network(one that could read the cd's)and made a copy of the original MS cd and retried the install it worked Is it better to have ntfs on such a small drive then fat32? and sure enough it was a case of bad memory. https://support.microsoft.com/en-us/kb/884675

I thought I had a RAM issue or a bad block, but just using a different burned XP disk solved the problem. Ok, Looks like it maybe an issue with the CDROM not reading the CD correctly. wbdbase.nld is located in "C:\WINNT\system32\". after this i eliminated one of my two RAM chips, a 128MB and left with a 64MB, ran the XP setup and it WORKED!
