I was able to bring up my restore points and was able to actually restore! Willing to get on some sort of Chat if needed too. This step will only work if you have System Restore turned on 2. Also I dont have the original dell disks that came with the computer, but a Windows CD and a boot disk the i downloaded from microsoft. https://support.microsoft.com/en-us/kb/307545
Windows System32 Config System Missing Or Corrupt
Without the XP CD you'll find yourself completely stuck though, as you have no way to access the DOS/command prompt and copy the back up into the system32/config folder. So I deleted all my restore points in order to clean the PC completely of a possible reinfection.
